- recognising the principles and values of adopting a community development approach
- drawing up support programmes that develop the community sector
- planning projects that lead to more collaborative working
- developing plans and strategies that build the capacity of the sector
- advocating with the sector on behalf of communities
- influencing the policies of community, voluntary, government and statutory agencies
- working with the sector to address emerging needs
